The trick really isn't so amazing when you break it down. There are a lot of extra steps added to make it look confusing, but it's very basic math. I'll break it down starting with step 2.

Step 2:
This sounds interesting, but you can actually use any number here. It doesn't have to be 6 digits long. You could just use the number 1 if you wanted.

Step 3.
Steps 3 and 5 are the only important steps to this trick. 80 * 250 = 20000. This doubles your original number and adds four extra places to the number. (which gives you room to add in the last four digits of your phone number)

Step 4
This step is just meant to try to hide what is being done. By adding 1 before you multiply everything by 250, you end up with an extra 250 in your number. You then remove this extra 250 in Step 8.

Step 5
See explanation in step 3

Step 6
Like I said in step 3, by multiplying your number by 20000, you have added an extra four places to your number. This means that you can tack on the last 4 digits of your phone number to the number when you add them.

Step 7
Why do you have to add it a second time in step 7? Because you are going to divide by two in step 9! If you changed 80 to 40 in step 3, you could remove both this step and step 9 and still end up with the same answer.

Step 8
Useless step. Meant to undo what you did in step 4.

Step 9
By this step, you are left with a number which is essentially your phone number multiplied by two. Once you divide by two, you have your original phone number.
