i m a web developer and hve been providing my web development services to USA and Australian customer and now i m looking for new clinets.
how can i get the new clinets that can offshore web development work

A good way to get clients is to visit web development related forums, there are always people requesting coders and designers.
You can also try find projects in the freelancing sites mentioned here http://www.freelancelounge.com/viewtopic.php?t=27

You can also check the freelance auction sites - there are many "-lance" sites, some of them are free to join (no subscription) and have lots of projects posted, so you should be able to find a few interesting ones to bid on.

As stated above. You can start out by taking a look at some of the lance sites. They are a good place to start building clients. Monster.com is also a good place to find new clients.
