You need to figure out if you are willing to drop your price for the chance of gaining a client. What I do is talk to the client and explain that I will do the project for the low rate THIS time... I make it very clear that my services are worth more than the project price but I was willing to take a chance with the hope to gain a new client.

Thank you very much Johnny for your advice. I have been looking for job overthere, but it seems like everyone is bidding at the lowest price possible. The hirer have more choices to choose. I am afraid that they might prefer only cheapest freelancer.
Communication and making the client see that you treat him with personal engagement is the crucial thing.
There are many freelancers bidding with copied/pasted bid comments and they are ignored.
If you place a well formed offer and describe what you are planning to do for this particular client (use PMB!), he'll see that you treat his project seriously.
